Change in money creation. Iceland is showing how it should be done...

Althingi resolves to appoint a committee of members of parliament (MPs) to carry out a review of the arrangements of money creation in Iceland and to make recommendations for improvements. The committee will be composed of six MPs, one from each party. The parliament provides the committee with facilities, one employee and necessary professional assistance. Government agencies shall advise the committee. The committee is to deliver its findings in a report to parliament no later than ten months after its founding.  
  
Report  
For more than half a century, Iceland has struggled with serious monetary problems, such as inflation, currency depreciation, asset bubbles and a full scale collapse of the banking system. The currency has lost 99.7% of its purchasing power since the Central Bank of Iceland (CBI) was established in 1961. The Icelandic krona is actually not unique in this respect, as other world currencies are all based on the fractional reserve system. For example, the British pound has lost 99% of its purchasing power and the American dollar 96% in the past century.  

Despite various improvements to the legal framework of financial institutions, the problem related to the ability of banks to create money in the form of deposits, has not been addressed. This system has been increasingly criticised by experts as it provides banks with both the incentive and the opportunity for more money creation, far beyond the needs of the economy. It is therefore timely for elected representatives to perform an independent review of the mechanism of money creation in Iceland and make recommendations for improvement of the applicable legislation.  

A recent report by Frosti Sigurjósson on possible reform of the monetary system, Monetary Reform - A better monetary system for Iceland, discusses the current mechanism of monetary creation in Iceland and addresses the fundamental problems inherent to this system. In the summary of the Icelandic reportit states:   
"It is evident that the fractional reserve system provides both an incentive and the ability for the financial institutions to expand the money supply in Iceland. CBI seems unable to restrain the expansion. This arrangement seems to have contributed to the expansion of the money supply in Iceland by nineteen fold in the fourteen year period leading to the collapse of the financial system in 2008.  

Apparently the fractional reserve system has also contributed to problems such as hyperinflation in the eighties, high capital costs and increased debt in society.  

The fractional reserve system enables depository institutions to create sight deposits which can be used instead of cash to pay taxes and debts. The CBI creates cash (notes and coins) which, however, constitute only a small fraction of the total money supply. The money supply, which the economy could not do without, depends on banks always being solvent.  
The shortcomings of the fractional reserve system have been known for a long time and various implementations of reforms have been proposed. The aforementioned report discusses some variations of reforms and one in detail. One might call itSovereign Money, as its reforms ensure that only the central bank can create any form of money used for payments. The pros and cons of Sovereign Money are detailed in the report, alongwith steps necessary to implement such a system.  
The decision on implementation has to be based on informed dialogue among the public, experts and politicians. At the same time it would be desirable to initiate a thorough analysis of whether Sovereign Money is a viable option for Iceland and concurrently seek measures to reduce the risks inherent inthe current system.  

10.3.1 Why is improvement of the monetary system needed?  
The fractional reserve system has been subject to increased criticism. Former Governor of the Bank of England [Lord Mervyn King, 2010] has called it the worst of all possible monetary systems and has called for urgent reforms. Adair Turner, the former chairman of the UK’s Financial Services Authority agrees, although he has not stated it as strongly. The following is a summary of the main drawbacks of the fractional reserve system and examines how they might have appeared in Iceland.  

10.3.2 CBI has little control over monetary creation  
Commercial banks create new money in the form of deposits when they issue new loans and when the loans are repaid, the money disappears. The CBI creates only a small fraction of the money supply in Iceland. If commercial banks require base money caused by too high lending growth, CBI has no choice but to provide it. Otherwise, CBI loses control over the level of interest rates or creates a risk of liquidity squeeze for banks.  
CBI had to provide the banks base money as they increased the money supply nineteen-fold in Iceland during the period of 1994-2008. CBI raised policy rates and warned against inflation, but with little effect. Banks accelerated the expansion of the credit bubble until it exploded.  
In order to contain the credit bubble, CBI should have had put more rigid constraints on credit growth of the banks and especially limit their lending to investment companies and speculators.  

10.3.3 Commercial bank lending amplifies economic cycles  
During fast economic growth, banks strive to issue loans and the demand for loans remain high. This credit growth increases the money supply which further expands the economy. Increased money supply can inflate property prices which encourages the banks to further expand lending. During low economic seasons banks are less motivated to issue loans and borrowers struggle to repay their loans. As a result, the money supply stops expanding and may even contract. This withdrawal of money and spending from the economy exacerbates the recession, hence deepening the downturn in the economy.  
The credit conduct of the banks therefore amplifies economic cycles, as a result of each bank persuing its own commercial self-interest.In the pre-crisis years the banks worked to increase their lending and borrowers were optimistic and borrowed high amounts. Money supply multiplied and the growth of the property bubble. Since the economic crash, the rate of money creation has been very limited as most borrowers have been attemping to repay their debts.  

10.3.4 Money growth has been too rapid  
 For decades the Icelandic commercial banks increased the money supply many times faster than the economy could bear. In the period of 1986-2006, economic growth was 3.2% per year. Over the same period, the banks increased the money supply by a yearly average of 18.6%.  

The growth in money supply was therefore six times faster than economic growth and was an important cause of inflation and devaluation of the krona over the period. The central bank raised interest rates repeatedly from 5.6% in 2004 to 18.0% in 2008. This tripling of policy rates did not suffice in order to contain credit growth, but it led however to an inflow of foreign capital and strengthening of the króna. Banks started to offer foreign currency-denominated loans in bulk. In 2008 the consequences of high money supply and the credit bubble couldn’t be avoided as the banks collapsed along with the króna. The exchange rate of the USD went from 63 ISK to 120 ISK.   

10.3.5 The government misses out on seigniorage  
It is reasonable to estimate that if the Icelandic Central Bank creates the money needed in order to meeteconomic growth and inflation targets, its profit from the activity would be around 20 billion ISK a year. Instead, depository institutions havehandled the money creation and receivedthe benefits of doing so.  

The excess profit of depository institutions come from their ability to fund the lending activity through issuance of deposits which have the properties of money and enjoy indirect state guarantee. This guarantee does not entail any fee for the institutions. As deposits are an easy and safe medium of exchange, depositors are willing to accept low interest on them. As a result, the funding cost of the banks is substantially lower than it would otherwise be which is their benefit from creating money.  

10.3.6 Deposit state guarantee are inevitable  
Though a deposit is a convenient medium of exchange, it does not come without risk. Depositsare a liability of the bank which issued them and are a promise to pay the depositor cash (notes and coins) without notice.  
In the fractional reserve system banks only have enough cash to repay a small fraction of the deposits. Usually this is not a problem as depositors find it more convenient to hold deposits than cash.  
However, if fear of potential insolvency of a bank spreads, there can develop a race between depositors to withdraw their deposits before the bank runs out of cash. Such a run forces the bank to sell its assets quickly in order to free up capital. Due to the rush, it is likely that the bank will sell its assets at a discount which can lead to a drop in asset prices. This can cause more banks to run into trouble and their depositors to start running on those banks. The consequences can become a chain reaction and a complete banking crisis.  
A government which faces a bank run will be forced to guarantee deposits in the hope to calm depositors.   
In the year of 2008 worried depositors started to increase their withdrawal of deposits. The run did not stop until the government of Iceland had announced a guarantee of deposits.   

10.3.7 Intended government guarantees on deposits increases the risk appetite of banks.  
Since depositors can rely on the state guaranteeing deposits, they have no motivation to choose a bank that focuses on security rather than one that pays the highest rate of interest. Banks will therefore aim to maximize returns and in order to do so, take greater risks.  
In 2006, Landsbankinn began to offer deposit rates that at the time were among the highest in the UK. When the bank collapsed, 300,000 customers had deposited 4 billion pounds in the Landsbanki Icesave accounts.  

10.3.8 Intended government guarantees on deposits distorts competition in the financial market  
Only deposit institutions can finance themselves with government-guaranteed deposits. Investment banks and other financial institutions do not enjoy the same advantage. They therefore need to finance all loans with equity or by borrowing on the market.  

10.3.9 Deposit guarantee scheme fails its purpose in small markets.  
Iceland has three large banks with more than 90% of the deposits. If one bank experiences liquidity problems, the deposit guarantee scheme will not suffice to avert a run and a possible chain reaction. The government will therefore be forced to declare a state guarantee to prevent a run.  

Deposit insurance causes a cost increase of banking operations, but does not create actual insurance coverage. The system reduces the consumersrestraint, which increases the risk appetite of banks and the likelihood of failure.”

PARIS (AP) — Union activists protesting nearly 3,000 proposed layoffs at Air France stormed the headquarters during a meeting Monday, zeroing in on two managers who had their shirts torn from their bodies, scaled a fence and fled under police protection.
An Associated Press photographer saw about a hundred activists rush the building after breaking through a gate. Shortly afterward two high-level managers fled, one bare-chested and the other with his shirt and suit jacket shredded.
Road access to Charles de Gaulle airport in Paris was briefly disrupted, and some flights suffered delays.
Although Monday's scuffle was unusually violent, labor relations in France are commonly testy, with unions sometimes even resorting to holding managers hostage — or "boss-napping" — to make a point.
Air France denounced the violence and said it will push ahead anyway with its restructuring plans, after failing to reach an agreement with pilots.
Alexandre de Juniac, the CEO of Air France-KLM, said the company is being squeezed by low-cost airlines in Europe and Gulf carriers for long-haul flights. Monday's meeting was intended to detail the cuts.
Airline executives told reporters Monday the plan involves laying off 2,900 staff, abolishing five routes and 35 weekly long-haul flights, primarily in Asia and the Middle East.
Among those at Monday's protest was Yves Porte, an activist who represents cargo workers.
"The Gulf companies, who have low fuel prices and who receive government subsidies, compete with us. It's impossible, we are not on a level playing field," he said.
Air France said it would file a complaint for aggravated assault.
France's transport secretary, Alain Vidalies, condemned the violence, saying in a tweet it was "unacceptable and must be punished."
Deputy human resources director Xavier Broseta, one of the executives disrobed by protesters, told reporters later that he had received messages of sympathy from colleagues throughout the day, including from union leaders.
"We are fighting every day for an Air France that will have lasting growth," he said later, after donning a new jacket and tie. "Violence and intimidation will have no part of that."

Μιλώντας για το 3ο μνημόνιο ο Σόιμπλε ….. "εξομολογήθηκε" τις μύχιες σκέψεις του στο Βαρουφάκη, λέγοντας …. «Αυτό το πρόγραμμα είναι ένα πρόγραμμα που θα αποτύχει. Είναι σχεδιασμένο να αποτύχει» (!!)

Το γεγονός ότι η κυνική ομολογία, του εκπροσώπου του Δ΄ Ράιχ, προκάλεσε εντύπωση και έγινε θέμα έκτακτης ειδησεογραφίας, είναι απόδειξη ότι ένα πολύ μεγάλο κομμάτι της ελληνικής κοινωνίας δεν έχει ακόμα ξεκαθαρίσει με τι έχει να κάνει και τι του μέλλει να υποστεί. Δεν έχει αντιληφθεί τις πραγματικές απώτερες επιδιώξεις και τους εγκληματικούς στόχους της "ακρίδας" που έπεσε στον τόπο μας!

Παραπλανούν, αποπροσανατολίζοντας, έναν ολόκληρο λαό με …. ‘’καταληκτικές’’ ημερομηνίες, αριθμούς, τόκους και χρονοδιαγράμματα, για να κρύψουν από κάτω τους τα πολυβόλα που θα θερίσουν!

Για τρίτη φορά θα παραθέσω απόσπασμα από άρθρο μου, που δημοσιεύτηκε στις 23 Σεπτεμβρίου 2012, με τίτλο…. ‘’Το ζήτημα είναι σημειολογικό’’. Έγραφα λοιπόν εκεί ότι…… « όταν ο Σόιμπλε ρωτήθηκε από δημοσιογράφο "γιατί επιμένουν στην περικοπή μισθών και συντάξεων, όταν η ελληνική κοινωνία έχει φτάσει στην εξαθλίωση και δεν προσανατολίζονται σε άλλα ισοδύναμα μέτρα που ...
δεν θα πλήττουν μισθωτούς, συνταξιούχους και μικρομεσαίους;", ο Σόιμπλε απάντησε κυνικά ότι…"το ζήτημα είναι κυρίως σημειολογικό"!!!!». Και συνέχιζα ότι μ` αυτή τη λεξούλα….. φωνάζει στον Έλληνα πως….. «για μένα, το μαφιόζο-τοκογλύφο, σημασία δεν έχει να πάρω μόνο τα λεφτά που έχω υπολογίσει ότι θα πάρω. Σημασία για μένα έχει να πάρω το σπίτι σου, το χωράφι σου, το μαγαζάκι σου και το γραφειάκι σου, τις ακρογιαλιές και τα λαγκάδια σου, τις βουνοκορφές και τα χωριουδάκια σου, τον ήλιο, τον αέρα και το νερό σου και τελικά το τομάρι της ψυχής σου. Να σε φτάσω, ψευτοπερήφανε Έλληνα, να σέρνεσαι αναξιοπρεπής και ελεεινός στα παζάρια της Ευρώπης και της υφηλίου αναζητώντας ένα κομμάτι ψωμί για σένα και τα παιδιά σου .
Γιατί ήσουν, και είσαι ακόμα, αγκάθι χοντρό στο πόδι μου, που έναν αιώνα τώρα παλεύει να πατήσει γερά τον τόπο – έξοδο προς τη Μεσόγειο. Γιατί δεκάδες χρόνια τώρα με εμπόδιζες να κάνω μόνιμο τουριστικό μου θέρετρο την Ελλαδίτσα σου – το "σπιτάκι του Θεού"- όπως ονομάζουν οι Ρώσοι την Ελλάδα. Αυτή για μένα είναι το Ελντοράντο μου! Να, γιατί επιμένω στην εξαθλίωσή και την εξόντωσή σου. Το ζήτημα, λοιπόν, δεν είναι μόνο οικονομικό. Είναι –κυρίως – "σημειολογικό". 
Για να πετύχουν τους στόχους τους ξέρουν αυτοί τον τρόπο. Θα εφαρμόσουν τακτικές Διστόμου. Μόνο που αυτή τη φορά τα όπλα τους θα είναι οικονομικά και δικονομικά. Και όργανά τους, για την επιτυχία του σκοπού τους, θα είναι οι εθελόδουλες μαριονέτες – "δεξιές", "αριστερές" και "κεντρώες" – που παίζουν το ρόλο κυβερνήσεων και κοινοβουλίων.
Αν έτσι έχει το ζήτημα, τότε είναι μεγάλες οι ευθύνες των πολιτικών δυνάμεων που θέλουν να λένε ότι στέκονται απέναντι στα μνημόνια, τις τρόικες και τις πρακτικές των "αγορών".

Στο Δίστομο, τα Καλάβρυτα, την Κάνδανο, το Αμάρι Χανίων και εκατοντάδες άλλους μαρτυρικούς τόπους της πατρίδας μας, οι τότε ναζί δε ρώτησαν κανέναν αν είναι δεξιός, αριστερός ή κεντρώος. 
Έφτανε που πατούσε αυτόν τον ιερό τόπο και τον θεωρούσε πατρίδα του. Ούτε και τώρα θα ρωτήσουν. Θα "πυροβολείται" οποιοσδήποτε ζει σ` αυτόν τον τόπο και τον θεωρεί δικό του!

Από την επερχόμενη σφαγή δεν κινδυνεύει καμιά "δεξιά", καμιά "αριστερά", κανένα "κέντρο"!
Κινδυνεύει ο κάθε Έλληνας!

Κινδυνεύει ο τόπος μας, η πατρίδα! 

Μια πατρίδα με την οποία δεν έχουν καμιά σχέση όλοι οι ελληνόφωνοι δωσίλογοι, συνεργάτες των κατακτητών και η διαπλοκή που τους στηρίζει και τους προωθεί! Γιατί αυτοί δεν έχουν πατρίδα. Πατρίδα τους είναι ο κάθε τόπος της γης στον οποίο έχουν φυλαγμένο τον κορβανά τους!

Άρα ο αγώνας δε μπορεί, σ` αυτή τη φάση, να έχει άλλο στόχο από αυτόν της υπεράσπισης της πατρίδας. Μιας πατρίδας που ανήκει στο λαό της! 

Γι` αυτό και ο αγώνας θα πρέπει να είναι παλλαϊκός. Σ` αυτόν τον αγώνα θα πρέπει να κληθεί το σύνολο του ελληνικού λαού! Πέρα από κομματικές και ιδεολογικές ταυτότητες και παρωπίδες!
Οι μέρες και οι ώρες είναι τόσο κρίσιμες, που κάποια πράγματα πρέπει να ειπωθούν με το όνομά τους! Χωρίς γαλαντομίες, τσιριμόνιες και φραγκολεβαντίνικες ευγένειες!
Εκείνος που σ` αυτή την κρίσιμη στιγμή θα επιμείνει στον κομματικό και ιδεολογικό διαχωρισμό του Έλληνα, για να τον καλέσει σε πανστρατιά, για την υπεράσπιση της πατρίδας, τότε…… είτε το θέλει είτε όχι, βάζει φραγμούς στη συσπείρωση του λαού! Αφοπλίζει το πατριωτικό, εθνικοαπαλευθερωτικό δυναμικό που κρατά βαθιά κρυμμένο μέσα της μια τεράστια μερίδα του λαού μας, πέρα από κόμματα, παρατάξεις και ιδεολογικές διαφορές! 
Εκούσια ή – βλακωδώς – ακούσια, θα παίξει ρόλο πεμπτοφαλαγγίτη και σαν τέτοιος θα κριθεί!

Κοινός εργασιακός μεσαίωνας

Η κυβέρνηση Τσίπρα αγγελιοφόρος του Γιούνκερ - Άνεργοι και πρόσφυγες σε ένα κοινό ευρωπαϊκό τσουβάλι - Η Γερμανία "κλείνει" για τους οικονομικούς μετανάστες.

Ο υπουργός Εργασίας, κ. Κατρούγκαλος, μάλλον έχει τον ρόλο του διαβιβαστή των Βρυξελλών και όχι του εκπροσώπου της κυβέρνησής του. Στην συνάντηση που είχε με την ΓΣΕΕ ο υπουργός ούτε λίγο, ούτε πολύ, ξεκαθάρισε ότι τα εργασιακά θα αλλάξουν σύμφωνα με το υπογεγραμμένο Μνημόνιο και τόνισε ότι σκοπός της κυβέρνησης είναι να αναγάγει το εθνικό εργασιακό σε ευρωπαϊκό. "Πρόθεση της κυβέρνησης είναι το εργασιακό να μην αποτελέσει απλώς διμερές θέμα μεταξύ της χώρας μας και των δανειστών, αλλά ευρωπαϊκό", τόνισε ο υπουργός.
Κάπου στην μέση της ομιλίας του άφησε μία αιχμή που ίσως είναι η σημαντικότερη από όλες για το εργασιακό που μπαίνει σε ισχύ από το 2016: Ο υπουργός υποστήριξε ότι το μνημόνιο δεν περιέχει ποιες θα είναι οι ρυθμίσεις στον τομέα αυτό, προβλέπει απλώς να ληφθούν υπόψη οι καλές ....
ευρωπαϊκές πρακτικές. Έτσι, ουδείς γνωρίζει τι ξημερώνει με το 2016 για τους εργαζόμενους στην Ελλάδα αλλά το σίγουρο είναι ότι θα είναι ευρωπαϊκών προδιαγραφών.
Γιούνκερ και Κατρούγκαλος επικοινωνούν με μέντιουμ
Τι σύμπτωση κι αυτή. Την ίδια στιγμή που κ. Κατρούγκαλος μιλούσε για ευρωπαϊκό εργασιακό θέμα ο πρόεδρος της Κομισιόν, κ. Γιούνκερ, στο συνέδριο της Ευρωπαϊκής Συνομοσπονδίας Συνδικαλιστικών Οργανώσεων (ΕΣΣΟ) το οποίο διεξάγεται στο Παρίσι, έκανε πρόταση για κοινή εργασιακή νομοθεσία σε όλα τα μέλη-κράτη της Ε.Ε, την οποία θα υποβάλλει προς συζήτηση-ψήφιση την Άνοιξη του 2016. Συμπίπτουν και οι ημερομηνίες κυβέρνησης-Βρυξελλών.
Επειδή στην πολιτική δεν υπάρχουν συμπτώσεις η ελληνική κυβέρνηση παίζει τον ρόλο που της έχουν δώσει οι δανειστές να προτείνουν ως δικές τους ιδέες αυτά που οι Βρυξέλλες έχουν βάλει σκοπό να υλοποιήσουν. Η καταλληλότερη χώρα για ένα ακόμη πείραμα, το εργασιακό αυτή την φορά, είναι η Ελλάδα.
Ο κ. Γιούνκερ στην πρότασή του νοιάστηκε ξαφνικά για τους αδυνάτους. Ο άκρως συντηρητικός, φιλελεύθερος και φεντεραλιστής πολιτικός ξαφνικά είδε ότι υπάρχει μία ανωμαλία στα εργασιακά με πρώτη και κύρια αδικία τις συμβάσεις αορίστου χρόνου, την τάση σύναψης συμβάσεων ορισμένου χρόνου, μικρής και πολύ μικρής διάρκειας, και την μερική απασχόληση.
Το χαμόγελο που ίσως σχηματίστηκε στα χείλη όσων εργαζομένων άκουσαν τον κ. Γιούνκερ να τους υπερασπίζεται πάγωσε όταν δήλωσε: "Εμείς, η Ευρωπαϊκή Επιτροπή, θα προτείνουμε την Άνοιξη του 2016 έναν πυλώνα ελάχιστων κοινών εργασιακών δικαιωμάτων, ένα προστατευτικό δίχτυ στην αγορά εργασίας".
Ολοκληρώνοντας την "φιλοεργατική" του ομιλία, ο κ. Γιούνκερ έκανε την μεγάλη παρένθεση και αυτή δεν ήταν άλλη από το προσφυγικό θέμα.  509 σύνεδροι από 90 συνδικαλιστικές οργανώσεις 39 χωρών, περιλαμβανομένων των 28 της ΕΕ που συμμετέχουν στο 13ο συνέδριο της ΕΣΣΟ άκουσαν τον κ. Γιούνκερ μέσα σε λίγα λεπτά να μιλά για "ελάχιστα κοινά εργασιακά δικαιώματα" και να γυρίζει την κουβέντα στους πρόσφυγες αναφωνώντας "Καλωσορίζω τους πρόσφυγες!". Αντί εύλογων ερωτημάτων από τους Ευρωπαίους συνδικαλιστές ο κ. Γιούνκερ καταχειροκροτήθηκε με την φράση του αυτή διότι η φιλανθρωπία πουλάει στις ημέρες της κατάντιας.
Πίσω από όλα πάλι η Γερμανία
Πώς συνδέονται το ευρωπαϊκό εργασιακό που θέλει να προτείνει η ελληνική κυβέρνηση με τον κ. Γιούνκερ που ήδη το ανακοίνωσε και με το προσφυγικό θέμα; Την απάντηση για άλλη μια φορά την δίνει το Βερολίνο. Η Γερμανία έχει ήδη κλείσει 1,000,000 εργατικά χέρια με το προκάλυμμα της ανθρώπινης αλληλεγγύης που δείχνει στους πρόσφυγες και στους μετανάστες εξ ανατολών. Σύριοι πρόσφυγες και μετανάστες από το Αφγανιστάν και το Ιράκ μέχρι τον ερχόμενο Αύγουστο θα πάρουν το άσυλο και βέβαια μια θέση εργασίας στις τιμές που θα ορίσουν "τα ελάχιστα κοινά εργασιακά δικαιώματα" που ανακοίνωσε ήδη ο κ. Γιούνκερ.
Η Γερμανία όμως έχει ένα πρόβλημα συσσωρευμένο και το λύνει ναζιστικά, όπως γνωρίζει πολύ καλά να κάνει άλλωστε. "Κλείνει" τα σύνορά της καταρχάς για οικονομικούς μετανάστες από τα Βαλκάνια. Ασφαλείς χώρες προέλευσης κηρύσσει η γερμανική κυβέρνηση την Αλβανία, το Κοσσυφοπέδιο και το Μαυροβούνιο για την επιτάχυνση των διαδικασιών εξέτασης αιτήσεων και απέλασης, στο πλαίσιο γενικευμένης μεταρρύθμισης των κανόνων χορήγησης ασύλου για ορισμένες κατηγορίες αιτούντων προκειμένου το Βερολίνο να ανταποκριθεί καλύτερα στην προσφυγική κρίση.
Η Γερμανία προτιμά αυτούς που δεν έχουν πού να γυρίσουν από αυτούς που έχουν καλύβα και ένα κομμάτι ψωμί να φάνε στο τόπο τους. Με έναν απίστευτο τρόπο εξισώνει τους οικονομικούς μετανάστες φτωχών ευρωπαϊκών χωρών με τους πρόσφυγες πολέμου. Για να μην φανεί ότι κλείνει τα σύνορα στους οικονομικούς μετανάστες μειώνει το ποσό οικονομικής βοήθειας έτσι ώστε να γίνει η χώρα λιγότερο ελκυστική για όσους θέλουν να ζητήσουν εργασία στην Γερμανία. Να μην ξεχνάμε ότι η Μ. Βρετανία έχει απειλήσει την Ε.Ε με έξοδό της από την Ε.Ε θέλοντας να αλλάξουν οι συνθήκες της εφόσον θέλει να απελάσει οικονομικούς μετανάστες  της Ε.Ε αν αυτοί μείνουν άνεργοι για πάνω από 6 μήνες.
Πιο δεξιοαριστερά δεν γίνεται
Αν δεν το έχει καταλάβει ακόμη η ελληνική κυβέρνηση αυτή την στιγμή με τις εξαγγελίες περί "εργασιακού ευρωπαϊκού προβλήματος" του κ. Κατρούγκαλου συμβάλλει όσο καμία άλλη χώρα στην απόπειρα ενός νέου εργασιακού μεσαίωνα που τα συνδικάτα των κρατών-μελών δεν θα μπορούν να υπερασπιστούν κανένα δικαίωμα που είναι παραπάνω από το κοινό εργασιακό καθεστώς που ανακοινώνει η Κομισιόν με εντολές του Βερολίνου.
Αυτό μάλιστα γίνεται την στιγμή που η κυβέρνηση προσπαθεί από τη μία άκρη του πλανήτη μέχρι την άλλη να κάνει ελκυστική την χώρα για επενδύσεις με 1,5 εκατομμύριο εγγεγραμμένους ανέργους και εκατοντάδες χιλιάδες πρόσφυγες και μετανάστες να έχουν "κολλήσει" εξαιτίας του Βερολίνου στην Ελλάδα. Το κοινό ευρωπαϊκό προσφυγικό πρόβλημα και το κοινό ευρωπαϊκό εργασιακό πρόβλημα συγκλίνουν επικίνδυνα στο να φθάσουν όλοι οι εργαζόμενοι, μετανάστες, πρόσφυγες και μη, να δουλεύουν για το "κοινό ελάχιστο μεροκάματο" που συγκλίνει με το ελάχιστο εγγυημένο εισόδημα που έχει μπει σε ισχύ στην Ελλάδα με τον φερετζέ της αλληλεγγύης στους πρόσφυγες και στους άνεργους.
Κυβέρνηση υπαλλήλων
Η ειρωνεία είναι ότι την ερχόμενη εβδομάδα ο κ. Κατρούγκαλος θα έχει συνάντηση με το γενικό διευθυντή της Διεθνούς Οργάνωσης Εργασίας, η οποία, βάσει μνημονίου, αποτελεί τον θεσμικό σύμβουλο της διαπραγμάτευσης με τους δανειστές.
Η γελοιότητα είναι ότι στις 12 Οκτωβρίου ο Έλληνας υπουργός θα παρουσιάσει στην Επιτροπή Απασχόλησης του Ευρωπαϊκού Κοινοβουλίου τις απόψεις της ελληνικής κυβέρνησης. Αυτές δηλαδή που ανακοίνωσε ήδη ο πρόεδρος της Κομισιόν η ελληνική κυβέρνηση τα παρουσιάζει ως δικές της προτάσεις. 
Η μεγάλη προδοσία είναι ότι ο κ. Κατρούγκαλος θα ζητήσει η Ευρωπαϊκή Επιτροπή Απασχόλησης να έχει χαρακτήρα συνολικής εποπτείας της διαπραγμάτευσης για τα εργασιακά. Να γίνει ο 5ος Θεσμός, κάτι που έκανε ήδη ο πρωθυπουργός με τη δική του επιστολή στον πρόεδρο του Ευρωπαϊκού Κοινοβουλίου. Όσο κι αν ο κ. Ντάισελμπλουμ κάνει τον ανένδοτο σε μια τέτοια προοπτική, το να παίρνει αποφάσεις το Ευρωκοινοβούλιο αντί της μαριονέτας ελληνικού θα έλυνε εντελώς τα χέρια της Γερμανίας για μια κοινή κυβέρνηση της Ευρώπης αφού έχει τόσα πολλά κοινά ευρωπαϊκά προβλήματα αλλά και τόσα κοινά ευρωπαϊκά εφιαλτικά οράματα.

The Trans-Pacific Free-Trade Charade

NEW YORK – As negotiators and ministers from the United States and 11 other Pacific Rim countries meet in Atlanta in an effort to finalize the details of the sweeping new Trans-Pacific Partnership (TPP), some sober analysis is warranted. The biggest regional trade and investment agreement in history is not what it seems.

You will hear much about the importance of the TPP for “free trade.” The reality is that this is an agreement to manage its members’ trade and investment relations – and to do so on behalf of each country’s most powerful business lobbies. Make no mistake: It is evident from the main outstanding issues, over which negotiators are still haggling, that the TPP is not about “free” trade.

New Zealand has threatened to walk away from the agreement over the way Canada and the US manage trade in dairy products. Australia is not happy with how the US and Mexico manage trade in sugar. And the US is not happy with how Japan manages trade in rice. These industries are backed by significant voting blocs in their respective countries. And they represent just the tip of the iceberg in terms of how the TPP would advance an agenda that actually runs counter to free trade.

For starters, consider what the agreement would do to expand intellectual property rights for big pharmaceutical companies, as we learned from leaked versions of the negotiating text. Economic research clearly shows the argument that such intellectual property rights promote research to be weak at best. In fact, there is evidence to the contrary: When the Supreme Court invalidated Myriad’s patent on the BRCA gene, it led to a burst of innovation that resulted in better tests at lower costs. Indeed, provisions in the TPP would restrain open competition and raise prices for consumers in the US and around the world – anathema to free trade.

The TPP would manage trade in pharmaceuticals through a variety of seemingly arcane rule changes on issues such as “patent linkage,” “data exclusivity,” and “biologics.” The upshot is that pharmaceutical companies would effectively be allowed to extend – sometimes almost indefinitely – their monopolies on patented medicines, keep cheaper generics off the market, and block “biosimilar” competitors from introducing new medicines for years. That is how the TPP will manage trade for the pharmaceutical industry if the US gets its way.

Similarly, consider how the US hopes to use the TPP to manage trade for the tobacco industry. For decades, US-based tobacco companies have used foreign investor adjudication mechanisms created by agreements like the TPP to fight regulations intended to curb the public-health scourge of smoking. Under these investor-state dispute settlement (ISDS) systems, foreign investors gain new rights to sue national governments in binding private arbitration for regulations they see as diminishing the expected profitability of their investments.

International corporate interests tout ISDS as necessary to protect property rights where the rule of law and credible courts are lacking. But that argument is nonsense. 

The US is seeking the same mechanism in a similar mega-deal with the European Union, the Transatlantic Trade and Investment Partnership, even though there is little question about the quality of Europe’s legal and judicial systems.

To be sure, investors – wherever they call home – deserve protection from expropriation or discriminatory regulations. But ISDS goes much further: The obligation to compensate investors for losses of expected profits can and has been applied even where rules are nondiscriminatory and profits are made from causing public harm.

Philip Morris International is currently prosecuting such cases against Australia and Uruguay (not a TPP partner) for requiring cigarettes to carry warning labels. Canada, under threat of a similar suit, backed down from introducing a similarly effective warning label a few years back.

Given the veil of secrecy surrounding the TPP negotiations, it is not clear whether tobacco will be excluded from some aspects of ISDS. Either way, the broader issue remains: Such provisions make it hard for governments to conduct their basic functions – protecting their citizens’ health and safety, ensuring economic stability, and safeguarding the environment.

Imagine what would have happened if these provisions had been in place when the lethal effects of asbestos were discovered. Rather than shutting down manufacturers and forcing them to compensate those who had been harmed, under ISDS, governments would have had to pay the manufacturers not to kill their citizens. 

Taxpayers would have been hit twice – first to pay for the health damage caused by asbestos, and then to compensate manufacturers for their lost profits when the government stepped in to regulate a dangerous product.

It should surprise no one that America’s international agreements produce managed rather than free trade. That is what happens when the policymaking process is closed to non-business stakeholders – not to mention the people’s elected representatives in Congress.
